Oracle and OpenAI Drop Texas AI Data Center Expansion Plan


Oracle and OpenAI have reportedly abandoned plans to expand a major artificial intelligence data center in Texas that was expected to be part of the Stargate infrastructure project. The decision follows prolonged negotiations over financing and shifting infrastructure needs from OpenAI, according to a report by Bloomberg.

The planned expansion was to be located in Abilene, Texas, where a large-scale AI computing facility was being developed to support growing demand for advanced artificial intelligence models and cloud computing capacity.


Financing Talks Stall the Expansion


Sources familiar with the discussions said the expansion plan collapsed after months of negotiations failed to produce a workable financing structure. The project required significant capital investment to build the next phase of the AI-focused data center, which was expected to support high-performance computing workloads.

During the negotiations, OpenAI’s infrastructure requirements reportedly evolved, which added complexity to the agreement and contributed to delays. As a result, both companies ultimately stepped back from the expansion plan.

The decision does not necessarily signal a broader shift in the companies’ long-term AI infrastructure strategies. Both Oracle and OpenAI continue to invest heavily in cloud computing and AI development, which require large-scale data centers equipped with advanced hardware.


Meta May Step In to Lease the Site


The stalled project has reportedly created an opportunity for Meta Platforms to evaluate the expansion site. According to the report, Meta is considering leasing the proposed development space from Crusoe, the company responsible for developing the facility in Abilene.

Meta has been aggressively expanding its AI infrastructure to support generative AI models, large-scale training workloads, and advanced data processing capabilities. Access to a high-capacity data center location in Texas could help accelerate those plans.

However, discussions remain preliminary, and no final agreement has been announced.


Growing Demand for AI Infrastructure


The situation highlights the rapidly evolving nature of AI infrastructure planning. Major technology companies are investing billions of dollars into new data centers designed to handle the immense computational demands of modern AI systems.

Facilities like the proposed Abilene expansion typically require specialized hardware, massive energy resources, and long-term financing commitments. Changes in technology requirements or strategic priorities can significantly influence such projects.

While the Oracle–OpenAI expansion has been shelved, the demand for large AI data centers continues to rise as companies race to scale their artificial intelligence capabilities.
